President-Elect
Matt Lescher

Matt Lescher is the Technical Director of the Midwest Region at theACCESSpartnership, LP (ACCESS) and provides accessibility and accessible means of egress consultation in the built environment for the Fair Housing Act (FHA), American with Disabilities Act (ADA), and state and local Building Code related concerns. His experience includes consultation services for numerous projects including hospitality, residential, retail, mixed-use, covered malls, lifestyle centers, corporate campuses, educational facilities, high-rise office, cultural, health care, large assembly and sports venues. As a Technical Director, he is responsible for all facets of project management, client relations, and quality control. Prior to joining the ACCESS, he was the Director of Accessibility Services at Code Consultants, Inc. (CCI) and has been providing consultation services since 2007.
Mr. Lescher has consulted under Federal, State, and Local requirements, including: NYC Building Code (2008 and 2014); 2010 ADA Standards for Accessible Design; American Barriers Act Accessibility Standards; Fair Housing Act (10 safe harbor documents); ICC/ANSI A117.1 Accessible and Usable Buildings and Facilities; Rehabilitation Act of 1973; International Building Code; California Building Code Chapter 11A & 11B; Illinois Accessibility Code; North Carolina Accessibility Code; Ohio Building Code, 521 CMR, Barrier Free Subcode; and Texas Accessibility Code.
Highly respected in the industry, he was the first President of the APAC Board (APA Certification) and has presented multiple times at the AIA Conference on Architecture, National ADA Symposium, and APA National Conference. Specialty areas include stadiums, arenas, large assembly, retail, & mixed-use residential.
Secretary
Mark Mazz

More than 40 years ago, Mr. Mazz started his accessibility career with the University of Maryland's Section 504 Transition Plan. Since then, he has been responsible for the accessibility projects in his private practice and in the offices of Edwin F. Ball, AIA, and Celentano Esposito & Associates. Also, Mr. Mazz has collaborated with other nationally known accessibility firms, including Ron Mace and Barrier Free Environments. His clients include owners, architects, engineers, developers, construction managers, organizations for persons with disabilities, and governmental agencies. His major clients have included the Architect of the Capitol, other Federal agencies, and Montgomery County, MD. In his eight years with the Federal Government, Mr. Mazz was an architect in DOJ’s Housing and Civil Enforcement and Disability Rights Sections and the senior advisor on accessibility issues in HUD’s Office of Fair Housing and Equal Opportunity.
More than 80% of his career has focused on accessibility. The other 20% of his work has been standard architectural design and construction observation. For the past 24 years, Mr. Mazz has focused exclusively on the ADA, the Fair Housing Act (FHA), Section 504, the Architectural Barriers Act (ABA), and accessible design issues. Prior to federal employment, he belonged to several disability organizations and donated services through the Spinal Cord Injury Network of Metropolitan Washington and Independence Now, Inc. He continues to donate services through Disability Rights Maryland and as vice-president of the board of directors of CALMRA, a community based residential service provider for adults with cognitive disabilities.

Asa Meyer

I’m seeking the Board Member-At-Large position because I want to help strengthen the profession, support fellow accessibility consultants, and contribute to the continued growth of the Accessibility Professionals Association.
As a Registered Accessibility Specialist and Co-Owner of Meyer Inspection Services in San Antonio, I work every day with architects, contractors, municipalities, and property owners across Texas. This gives me a clear understanding of the challenges accessibility professionals face, from changing codes and client education, to business operations, to maintaining consistency in the application of standards. I’m committed to serving the association with transparency, responsiveness, and a strong work ethic. I appreciate your consideration and would be honored to represent our membership.
Angela Shapiro

I serve as the Technical Director of the Northwest Region for theACCESSpartnership, where I lead a comprehensive range of accessibility services dedicated to creating safe, inclusive, and code-compliant environments. With more than 15 years of experience, my work spans design and constructability reviews, work-in-place verification, construction observation, and property and facility condition assessments. I have completed accessibility evaluations across a wide variety of project types—including hospitality, office, retail, multifamily and affordable housing, senior living, and student housing—supporting owners, developers, and legal teams navigating complex accessibility requirements and complaints.
My consulting practice is grounded in guiding projects toward compliance with the full spectrum of federal, state, and local accessibility mandates, including the Americans with Disabilities Act (ADA), the Fair Housing Amendments Act (FHA) of 1988, the Architectural Barriers Act, Section 504 of the Rehabilitation Act, and applicable state and municipal codes.
I am an ICC Certified Accessibility Inspector/Plans Examiner, hold an APAC-BE certificate, and am an engaged APA member currently serving as Chair of the Events and Education Committee and President Elect of the APA Rocky Mountain Chapter.
I am deeply committed to strengthening accessibility outcomes, advancing professional excellence, and supporting a vibrant, knowledgeable APA community. I would be honored to serve on the board and sincerely appreciate your consideration.
Randy Wallace

Randy is the Director of Facilities Space Administration for Texas Tech University Health Sciences Center and has been with TTUHSC for over 16 years. In this role, Randy visits and manages information on all TTUHSC owned, leased, and occupied spaces throughout Texas (over 140 buildings in 108 counties), and he reviews properties and construction projects for compliance with Texas Accessibility Standards and other regulatory requirements. Randy graduated from Texas Tech University with a BS in Architecture (2005), an MS in Architecture (2009), and a Certificate in Historic Preservation (2009). Randy is also a Registered Accessibility Specialist in Texas (2016). He lives in Lubbock, Texas, with his wife, Kendra, and 2 daughters.

President-Elect
Robert Green

I have spent nearly two decades working in accessibility compliance, with experience spanning TAS plan reviews, field inspections, due-diligence surveys, and Fair Housing and ADA accessibility assessments. As the Director of Accessibility Services at ACI, I work directly with architects, developers, and ownership groups to help ensure that accessibility requirements are understood, coordinated, and implemented correctly from design through construction.
My approach has always focused on practicality: clear communication, defensible code interpretation, and supporting project teams with guidance that reflects both the standards and real-world construction conditions. Having reviewed and inspected thousands of projects across Texas and the U.S., I understand the challenges our profession faces—from consistency in application to training, workload balance, and the demands placed on practicing RAS professionals.
As President-Elect, my priorities would be strengthening member support, expanding useful training opportunities, and reinforcing a collaborative, solutions-focused culture across our chapter. I believe APA Texas succeeds when every member feels equipped, informed, and valued, and I would be honored to help advance that mission.

Elaine Andersen

Elaine Andersen is a nationally recognized accessibility specialist and designer with over 20 years of experience guiding projects from concept through construction. She has consulted on hundreds of accessibility projects across Texas and across the US from California to the Carolinas. Elaine is also a sought after presenter on accessibility and universal design, having spoken at dozens of conferences including the National ADA Symposium, AIA, and ASLA Conferences.
Elaine brings deep knowledge of accessibility standards (TAS, ADA, IBC Ch. 11, ANSI A117.1, Fair Housing, Section 504, and more) as well as holds multiple certifications—including RAS, ADA Coordinator (Advanced Title III), and APAC-BE.
A Navy veteran and active community volunteer, Elaine supports Operation Finally Home, Habitat for Humanity, and mentors young women in construction through Camp NAWIC. She currently serves as Vice President for the New Sweden MUD District 1 Board. Her professional and leadership experience and passion for universal design make her a strong candidate for the Member-at-Large Board position with APA Texas Chapter.
Sandra Vaccari

I am running for Member-at-Large of the Texas Chapter to strengthen the Accessibility Professionals Association’s mission of advancing inclusivity, advocacy, and innovation in accessibility. My goal is to ensure that every member’s voice is represented while fostering collaboration across our community. By serving in this role, I hope to contribute fresh ideas, champion accessibility at every level, and help drive meaningful change. As a candidate for Member-at-Large, I am committed to:
- Advocating for practical, design-informed accessibility solutions
- Strengthening collaboration among APA members and industry partners
- Promoting education and awareness to advance accessibility standards nationwide

I am a seasoned design professional with over 20 years of experience in architecture and interior design, bringing a deep understanding of how built environments shape the human experience. In recent years, I have expanded this expertise into accessibility, serving as a Registered Accessibility Specialist (RAS) for more than two years. With a career that bridges aesthetics, functionality, and compliance, I am dedicated to
ensuring that spaces are not only beautiful but also inclusive and usable for all. This dual perspective—design excellence combined with accessibility expertise—gives me a conduit to contribute meaningfully to the Accessibility Professionals Association (APA).

Steve Dombrowski

Steve is an Associate and Senior Accessibility Consultant with over 11 years of experience at Endelman and Associates. He advises on accessibility compliance across all U.S. states and territories, navigating a wide range of federal laws and regulations, including ABA, ADA, UFAS, Section 504, FHA, IBC, ICC/ANSI, and California Building Code Chapters 11A and 11B.
Steve holds specialty certifications in California (CASp) and Texas (RAS), along with national credentials (APAC-BE & ICC). A former chair of the AIA Seattle Code Committee, he has presented at conferences and led numerous training sessions.
Before focusing on accessibility, Steve worked as a Technical Architect and Project Manager in diverse sectors - residential, retail, hospitality, healthcare, bioscience, government, justice, and multifamily. His graduate studies centered on design-build theory, complemented by decades of hands-on construction experience.
When he is not reviewing designs or walking job sites, Steve loves traveling and snowboarding. He is also the proud owner of a “forever project” Vespa scooter that always seems to need one more part.
Steve is running for member at large for the Rocky Mountain Chapter in the hopes of representing the larger body at the board level. He looks forward to hearing your ideas and concerns.
Mark Hulme

Mark, Vice President in the West region of Marx Okubo, manages and directs day-to-day regional operations, including team structure and project scheduling, which creates the foundation of quality control in the region. He is focused on business development and is continually engaged in proposal writing and client/contract negotiations. As an active participant in leadership development of the firm, Mark provides ongoing mentorship of staff at all levels. He also performs as a subject matter expert in accessibility, waterproofing and other topic areas, presenting seminars and educational sessions to students and architects for accredited continuing education. In addition, Mark is active with the firm’s accessibility group in expanding these services in the region.
Mark also performs accessibility inspections, architectural consulting, property condition assessments, and owner’s representation-related services for clients of all scales. For over two decades, he has been involved in diverse construction and architectural projects, including retail properties, offices and interiors, as well as community college and K-12 educational facilities. As a Certified Access Specialist (CASp), Mark has conducted CASp and other detailed accessibility reviews of higher education, office, public housing, shopping center, hotel, and market-rate multifamily properties for a variety of owner, developer, investor and architect clients.
Mark studied at the University of Southern California where he received bachelor’s degrees in architecture and communications as well as a master’s degree in building sciences with a focus on environmental controls systems. He also completed an executive education program on accessibility and universal design at the Harvard University Graduate School of Design. In addition to being a CASp, Mark is certified in the built environment through the Accessibility Professionals Association (APAC-BE), is a LEED Accredited Professional with the BD+C specialty, continues to be a longtime member of the American Institute of Architects (AIA), and served on the board of the Certified Access Specialist Institute.
